Draft harmonized reporting guidelines

Provisional guidelines for reporting by states parties to the convention

Developed policies and guidelines relating to efficient court reporting.

Reporting Non Annex I Parties generally followed the UNFCCC guidelines in reporting impacts, vulnerability and adaptation.

Guidelines on thematic reporting were disseminated on 18 March 2005.

The proposed harmonized guidelines for reporting could be useful for Member States by reducing the burden of preparing country reports and developing efficient country mechanisms for comprehensive and timely reporting.

Guidelines have been provided for reporting publishing and disseminating materials based on gender discrimination and violence against women.

The current inventory reporting guidelines are contained in document FCCC SBSTA 2004 8.

At its second session, held in Geneva from 25 to 29 April 2005, the Committee adopted reporting guidelines for the presentation of initial reports by States parties.

Harmonized guidelines on reporting to all treaty bodies should be finalized and implemented so that these bodies can function as a unified system.

Lead reviewers gave particular consideration to the review of the LULUCF sector. Because of the recent adoption of new reporting requirements for LULUCF1 and the fact that in 2005 Parties will be reporting using these guidelines for the first time, this sector is expected to pose particular challenges for review in 2005.

Discussions would continue on a general recommendation on article 2 of the Convention and on the proposals for harmonized reporting guidelines for all human rights treaties, including for an expanded core document and treaty specific targeted reports.

It was noted that the proposals for the harmonization of reporting requirements had been under consideration at least since September 2002, and the timetable for the finalization and adoption of the draft guidelines was discussed.

Due to recent changes in the inventory reporting guidelines for the land use, land use change and forestry (LULUCF) sector, a new version of the software was released in early September 2005.

In these guidelines, the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories are referred to as the IPCC Guidelines.

Several representatives of States parties welcomed the adoption of the Committee's provisional reporting guidelines and mentioned that they were in the process of preparing the initial report under article 73 of the Convention and in accordance with the guidelines.

It regrets, however, that the report, which lacks detailed information on the practical implementation of the Convention, does not fully comply with the reporting guidelines.

A compilation of the provisions relevant to the timing and reporting of adjustments from these guidelines is included in appendix II to this technical guidance.
