In accordance with the reporting guidelines, this Report builds upon our previous reports.

Introduction The Committee welcomes the periodic report of Luxembourg, which is in conformity with the reporting guidelines of the Committee.

Harmonized guidelines on reporting to all treaty bodies should be finalized and implemented so that these bodies can function as a unified system.

The implementation of human rights was contingent upon a sound monitoring system, and the revised draft harmonized guidelines on reporting under the international human rights treaties were an important tool for improving the reporting obligations of States parties.

Several representatives of States parties welcomed the adoption of the Committee's provisional reporting guidelines and mentioned that they were in the process of preparing the initial report under article 73 of the Convention and in accordance with the guidelines.

It regrets, however, that the report, which lacks detailed information on the practical implementation of the Convention, does not fully comply with the reporting guidelines.

At present, Annex I Parties are moving towards using a new inventory reporting software (the common reporting format (CRF) reporter), developed by the secretariat to facilitate the submission of GHG inventory data in accordance with previously adopted guidelines and requirements.

The Committee regrets, however, that the report does not fully conform to the Committee's reporting guidelines and lacks sufficient information on the practical implementation of the Convention.

At its second session, held in Geneva from 25 to 29 April 2005, the Committee adopted reporting guidelines for the presentation of initial reports by States parties.

The Committee agreed in principle that the guidelines on an expanded core document and treaty specific reports were the way forward in order to harmonize and simplify reporting.

One participant noted that there was very little data on the extent to which States parties actually complied with the existing reporting guidelines of the individual treaty bodies.

It notes with satisfaction that the report complies with the reporting guidelines and contains relevant information on the factors and difficulties encountered in the implementation of the Convention.

The Committee welcomes the submission of the State party's initial report, which follows the guidelines for reporting, but regrets that it was submitted more than 10 years late.
