This was the first time this rule was used for a tie played to completion.

We note that the Tribunal's completion strategy involves a three step process encompassing the completion of investigations, trials and appeals according to the time lines established by the Security Council in resolution 1503 (2003).

Second, it leaves time for anti reform lobbies to organize and prevent any progress toward completion of the reform effort.

Separate trials would divert significant resources, including courtroom time, and therefore significantly impact on the completion strategy.

As 2005 draws to a close, we recognize that there is not very much time before the Tribunal is supposed to complete its work in accordance with the completion strategy.

The Tribunals themselves are best placed to make the difficult and bold decisions required to keep the implementation of the completion strategies on track and to get the job done on time.

The Russian Federation continues to believe in the need for strict compliance by both Tribunals with their completion strategies within the time frames set out by the Security Council.

It is difficult at this stage to indicate a completion strategy for the ICTR Appeals Chamber, as it is linked to the ICTY completion strategy.

Comment by the Administration. Regardless, the Tribunal will continue to do all it can to demonstrate its commitment to the time frame of the completion strategy while ensuring that its trial and appeal proceedings conform to the highest standards of international due process.

My delegation would not want to see any further adjustment to the completion strategies.
