Approves a supplementary budget of 351,899 euros for the financial period 2005 2006

When supplementary programmes become part of the annual programme budget, the respective balances of the supplementary programme are transferred to the annual programme fund.

Under this budget proposal, the following are foreseen to be financed from the supplementary funds

Seven per cent of all contributions to the supplementary programme budget are transferred to the Annual Programme Fund to cover administrative costs in support of the supplementary programmes.

The increase in 2003 was due primarily to the significant increase in the supplementary programme budget.

However, as a rule, every effort should be made to include any additional funding requirements in the regular budget rather than resorting to a supplementary budget.

Japan opposed inclusion of that item in the budget and requested the reduction of the supplementary estimate accordingly.

In 2003, it decided to change its approach and contribute to the WFP's budget rather than providing supplementary support.

Seven per cent of all contributions to the supplementary programme budget, amounting to 11,079,241, was transferred to the Annual Programme Fund to cover administrative costs in support of the supplementary programmes during 2004.

While individual budget line items were broken down by object code in the supplementary information, variances or explanations were not included.

As a result, the DPJ has announced plans to revoke the LDP s guidelines for a ceiling on budget requests so as to formulate its own budget from scratch. It will also revise the supplementary budget as well.

In addition to the GHG inventory review activities funded from the core budget, others are supported by voluntary contributions to supplementary funds.

Voluntary contributions for the supplementary programme budget dropped to 17 per cent of total voluntary contributions for the combined annual programme and supplementary programme budgets in 2004, compared with 29 per cent and 23 per cent in 2003 and 2002, respectively.

Figure 3 provides a graphic comparison of total budget, funds available and overall expenditures for the past five years for the Supplementary Programme Fund.

It also includes operational reserves from which the High Commissioner may make allocations to other parts of the annual programme budget and to supplementary programmes.

Switzerland intended to continue supporting the Agency's activities both through its contributions to the regular budget and through supplementary payments in response to specific appeals.

Consequently, a net additional provision of 2,405,600 is sought over and above the resources indicated in the proposed programme budget for the biennium 2006 2007, as supplementary programme budget proposals under the terms of financial regulations 2.8.

It has not been possible to incorporate in the proposed core programme budget all of the required work, meaning that some work will continue to depend on supplementary funding.

Approves a supplementary budget appropriation of 3 million to cover additional security related costs in the 2004 2005 biennial support budget (E ICEF 2005 AB L.7), thus increasing from 14 million to 17 million the security related costs for the biennium.

(iv) The Supplementary Programme Fund accounts for moneys available for activities arising after the approval of the annual programme budget, and which cannot be fully met from the operational reserve.

The procedure referred to in regulations 3.5 to 3.8 foresees that supplementary estimates shall be submitted by the Director General to the Industrial Development Board through the Programme and Budget Committee.

The main source of funding is the core Convention budget, but the generous contributions of Parties to the Trust Fund for Supplementary Activities have been crucial for much of this work.
