Countries identify finance, the transfer of environmentally sound technologies and capacity building as a priority area for further action.

The Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies met at Geneva from 15 to 19 December 2003.

Less developed countries will need assistance in modern technologies for renewable energy, particularly in rural areas, water management with transfer of environmentally sound technologies (ESTs) as well as capacity building in cleaner and sustainable industrial production.

Capacity building encompasses enabling policies and incentives, appropriate legislation and regulation, effective enforcement, adequate information and sufficient human resources, in addition to environmentally sound technologies.

This depends on securing political commitment and requires that more emphasis be placed on the means of implementation (finance, transfer of environmentally sound technologies and capacity building)

6. Encourages Governments to strengthen and foster investment in research and development for environmentally sound technologies and to promote the involvement of the business and financial sectors in the development of those technologies, and invites the international community to support those efforts

The issue of financing sustainable forest management has been extensively addressed by the Forum and its ad hoc expert group on financing and transfer of environmentally sound technologies.

Under this service module UNIDO will address the challenges arising from persistent organic pollutants (POPs), as well as promoting cleaner production (CP) methods and the transfer of environmentally sound technologies (ESTs).

The draft programme and budget under consideration was a sound basis for providing greater assistance to Belarusian industry through the introduction of foreign technologies and for promoting its products on world markets.

The Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies discussed important dimensions of financing, including the role and status of official development assistance (ODA) and the effectiveness of existing international financing.
