The Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies met at Geneva from 15 to 19 December 2003.

(a) Providing adequate means of implementation, including secured and predictable financial resources, project financing, capacity building and access to environmentally sound technologies

This depends on securing political commitment and requires that more emphasis be placed on the means of implementation (finance, transfer of environmentally sound technologies and capacity building)

Less developed countries will need assistance in modern technologies for renewable energy, particularly in rural areas, water management with transfer of environmentally sound technologies (ESTs) as well as capacity building in cleaner and sustainable industrial production.

The issue of financing sustainable forest management has been extensively addressed by the Forum and its ad hoc expert group on financing and transfer of environmentally sound technologies.

Biotechnology is promoted through the use of environmentally sound materials.

Emphasizing the commitments of developed countries in transferring environmentally sound technologies, know how and financing to developing countries in accordance with the provisions of chapter 34 of Agenda 21.

(e) Providing technical assistance to women, particularly in developing countries, to ensure the continuing promotion of human resources development and the development of environmentally sound technologies and of women's entrepreneurship

The exhibition on environmentally sound technologies EST Showcase , which will be held in conjunction with the Council Forum, will also hold its opening on the evening of 6 February 2006.

Technical guidelines for the environmentally sound management of persistent organic pollutant wastes

Under this service module UNIDO will address the challenges arising from persistent organic pollutants (POPs), as well as promoting cleaner production (CP) methods and the transfer of environmentally sound technologies (ESTs).

The UNIDO UNEP National Cleaner Production Centre Programme aims at building national cleaner production capacities, fostering dialogue between industry and Government and enhancing investments for transfer and development of environmentally sound technologies.

Technical and financial implications of the environmentally sound destruction of ozone depleting substances In 2002, the Technology and Economic Assessment Panel's Task Force on Destruction Technologies identified a number of emerging technologies that, while theoretically effective, had not yet demonstrated evidence of technical capability.

6. Calls upon Governments to take further action to mobilize the provision of financial resources, technology transfer, capacity building and the diffusion of environmentally sound technologies, as set out in the Johannesburg Plan of Implementation

The Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies discussed important dimensions of financing, including the role and status of official development assistance (ODA) and the effectiveness of existing international financing.

The potential of youth to contribute to environmentally sound lifestyle choices and solutions is significant.

In addition, it is made clear that, in particular in developing countries and countries with economies in transition, there is a continuing priority need to address issues of capacity building and the transfer of environmentally sound technologies.

Disincentives for sustainable forest management. The Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies also noted that the achievement of sustainable forest management can be greatly hindered by policies established outside the forest sector.

(d) Ensure, within available means, that any measure taken with regard to the vessel is environmentally sound.

Exhibition on environmentally sound technology EST Showcase will be organized from 5 February to 8 February 2006.

We must ensure that all countries adopt a verifiable strategy for environmentally sound technology, and that rich countries fulfill the Bali Action Plan s promise to provide financial and other incentives to enable poor countries to adopt the new technologies.

The report of the Ad Hoc Expert Group on Finance and Transfer of Environmentally Sound Technologies provides a more in depth analysis of financial constraints impeding sustainable forest management, as well as a number of recommendations for addressing them.

The greatest challenge in that regard was to acquire relevant technology that was affordable, efficient and environmentally sound.

Invites Member States, especially those in a position to do so, and relevant regional and international organizations to allocate financial and technical resources to support the development of efficient, productive and environmentally sound technologies for sustainable agriculture in developing countries

The objective is to review policy instruments for stimulating the diffusion of ESTs and promoting environmentally sound technological development.
