Group resettlement of Liberian refugees from Côte d'Ivoire, Guinea and Ghana and of the Somali Bantu refugees in Kenya is ongoing, along with the usual submissions and processing of individual resettlement cases.

I have noted however, that most refugees consider the resettlement process too slow.

In February, the Bush administration announced that it will offer resettlement this year to 7,000 Iraqi refugees.

Resettlement was another important solution for refugees, particularly for the many who lived in limbo in protracted situations.

This resulted in the development of global resettlement planning tables to match resettlement needs with resettlement country targets or quotas.

UNHCR and its resettlement partners also sought to use resettlement more strategically, to maximize benefits for resettled refugees, facilitate comprehensive solutions to protracted refugee situations, improve the asylum space in countries of asylum and share burdens and responsibilities more equitably.

First asylum countries with the largest numbers of refugees departing for resettlement were Kenya (5,640), Côte d'Ivoire (4,480), Egypt (4,110), Turkey (2,290) and Thailand (1,594).

The United States had resettled over 2.6 million refugees since 1975 and was relying on UNHCR to help it continue its resettlement programme.

Resettlement

Enhancing resettlement as a protection tool for individual refugees, as a durable solution for larger numbers of refugees and as a global burden and responsibility sharing mechanism continued to be a priority during the reporting period.

As part of initiatives to prevent fraud and malfeasance in the resettlement process, a UNHCR Resettlement Anti Fraud Plan of Action was presented at the Annual Tripartite Consultations on Resettlement in June 2004 and is being implemented.

This leaves the third possibility that of resettlement.

Substantial resources are required for relief and recovery, including the return, repatriation and resettlement of internally displaced persons and refugees, as well as for the development activities envisaged by the joint assessment mission.

Disarmament, demobilization, repatriation, reintegration and resettlement

Several delegations also drew attention to the importance of resettlement as a protection tool, giving examples of programmes under way to provide more resettlement opportunities.

Under the leadership of the Liberia Refugee, Repatriation and Resettlement Commission, UNHCR, WFP, the International Organization for Migration and UNMIL worked together to accelerate the return of refugees and internally displaced persons to their communities of origin.

The Iraqi refugees are a crisis that cannot be ignored the international community must alleviate the burden on the countries in the region, while offering resettlement opportunities to many more of the most vulnerable Iraqis.

Furthermore, I welcome the ongoing resettlement programmes.

However, resettlement was only part of the comprehensive approach required.

Resettlement and rehabilitation of displaced communities remains a daunting task.

A Multilateral Framework of Understandings on Resettlement, which promotes a more strategic use of resettlement, was completed in June 2004 and welcomed in October by the Executive Committee.

Australia is one of only 10 countries with an established resettlement programme and ranks among the top three resettlement countries with the United States of America and Canada.

The Conference reaffirmed the necessity of finding a just solution to the problem of Palestinian refugees in accordance with the resolutions of international legitimacy, particularly UN General Assembly Resolution 194 (1948), and reiterated its rejection of all forms of resettlement.

Since 2002, resettlement has been established as a priority.

In a minority of these, UNHCR determined status only for resettlement purposes.

While recognizing that voluntary repatriation was still the durable solution of choice for most refugees, UNHCR would actively explore opportunities for expanding resettlement and engage in advocacy for countries which wanted to allow local integration but needed the support of the international community.

This has included planning the resettlement of individuals and groups in combination with other durable solutions in a manner that benefits not only persons being resettled but also the host country, the receiving country and refugees remaining in the countries of first asylum.
