The proposed additional requirements provide for 39 additional staff as follows

Prepared job descriptions for staff members in the Section, recruited staff as required and ensured compliance with administrative requirements.

The variance of 3,869,200 under this heading is attributable primarily to increased requirements for Mission subsistence allowance and common staff costs for international staff offset in part by reduced requirements under international salaries.

The other requirements related to non staff costs.

Staff members have been reminded of the registration requirements for awarding vendors a contract.

The requirements for national staff costs are based on the established national staff salary scales for national General Service staff and National Officers and include a 25 per cent delayed recruitment factor.

The estimated additional requirements under subprogramme 1 include proposals for 15 additional staff for mediation support, as follows

These estimated requirements are needed to cover the salaries and related staff costs of UNIDIR regular staff.

There would also be reductions in helicopter requirements, although 11 additional posts for national staff would be required.

The communication requirements for the additional staff located in the peacekeeping missions will be provided by the missions.

The additional requirements were attributable mainly to higher than budgeted actual average payments for salaries and common staff costs to local staff during the 12 month period.

The net reduction of 91,200 reflects additional requirements of 39,700 relating to the travel of representatives, offset by reduced requirements, based on the pattern of expenditure, for other staff costs ( 75,500), travel of staff ( 42,800) and general operating expenses ( 12,600).

The Mission absorbed additional requirements which arose under common staff costs for departing staff who were either repatriated or reassigned to newly established missions, as well as for the conversion of 16 staff from appointments of limited duration to the 100 Series Staff Rules.

The reduced requirements resulted principally from delays in the recruitment of staff, as staff from existing peacekeeping operations were not available for deployment to the Mission as expected.

Building the necessary capacity calls for additional specialized staff, and for training that addresses requirements in specific job functions and geographical situations.

No increase is requested in the travel requirements for the Chief Executive Officer or his staff to attend sessions of the United Nations Joint Staff Pension Board and to visit secretaries of local staff pension committees.

31.7 The estimated requirements reported in table 31.2 above address the current end of service benefit liabilities for retired staff.

The additional requirements of 20,263,800 for national staff are attributed to the revised salary scales which became effective 1 March 2004.

Additional requirements of 3,854,600 are estimated for section 28D to provide for the cost of office accommodation and office furniture for proposed new staff at Headquarters.

It provided for resource requirements for the maintenance of the Mission and the maximum deployment of 260 military observers, 10,339 military contingents, 150 civilian police, 336 international staff, 556 national staff and 147 United Nations Volunteers.

The Committee expects that the increased presence of United Nations Volunteers will be taken into account when estimating future requirements for international staff.

Estimated additional requirements for section 3 of the proposed programme budget for the biennium 2006 2007 under executive direction and management include the following staff changes

The requirements for the international staff positions are based on the salaries and staff assessment rates derived from the actual average expenditure by staff category and grade levels in the 2003 04 period as well as the computation of common staff costs at an estimated 59 per cent of net salaries.

These amendments shall be provisional until the requirements of staff regulations 12.3 and 12.4 have been met.

A circular will be sent to all offices reminding all staff of learning opportunities and reporting requirements.

Additional requirements of 433,300 are estimated for section 28F to provide for the cost of office accommodation, supplies, office furniture and medical services for proposed new staff in Vienna.
