Prime Minister Vladimir Gurgenidze estimates that rebuilding railroads, bridges, ports and other infrastructure will cost at least 1 billion this does not include humanitarian relief, refugee resettlement costs, or rebuilding Georgia s military.

A bold strategy for economic development is necessary to support the restoration of essential State services, continue the process of refugee resettlement, reintegrate former militias, disband armed groups and strengthen the counter narcotics programme.

Furthermore, I welcome the ongoing resettlement programmes.

As part of initiatives to prevent fraud and malfeasance in the resettlement process, a UNHCR Resettlement Anti Fraud Plan of Action was presented at the Annual Tripartite Consultations on Resettlement in June 2004 and is being implemented.

This leaves the third possibility that of resettlement.

Several delegations also drew attention to the importance of resettlement as a protection tool, giving examples of programmes under way to provide more resettlement opportunities.
