General description The Programme collects the indirect costs and provides a transparent way of identifying these costs and monitoring their development over time.

Requirements for 2006 are estimated at 2,442,600, inclusive of 105,500 for programme support costs

Owing to the separate major programme for indirect costs, the resource requirements of the various programmes do not show a large component under operating costs .

It does not include any programme or project costs which would be funded by external donors.

An outstanding question is the extent to which cost recovery should also make a contribution to the basic administrative costs of the organization and to some part of the programme support costs that cannot be clearly attributed to any specific programme activity.

In this regard, the Committee notes that in addition to support costs, there are programme costs, with the line between them often being vague and the latter including an element of support costs that is not always clearly disclosed.

It should be noted that costs for administrative and operational services (AOS) are now included in programme expenditure.

Seven per cent of all contributions to the supplementary programme budget are transferred to the Annual Programme Fund to cover administrative costs in support of the supplementary programmes.

The Co financing and Partnership Section aims to ensure full funding of UNODC's technical assistance programme and its core infrastructure costs.
