Follow up and early warning and urgent action procedures

Follow up initiatives by OHCHR were welcomed, including steps to involve UNCTs in follow up to country visits of special procedures.

UNODC will follow procedures established by the Secretariat in this regard.

These changes did not prevent the 2002 accident, and the investigation board found that the pilots did not follow the proper procedures for attempting to restart the engine, which contributed to the final result.

The recommendations of special procedures should be sharpened considerably in particular, they should be prioritized, practical, and of a reasonable number in order to facilitate follow up and good cooperation with States.

The Committee also examined the situation of several States parties under its early warning and urgent procedures (see chapter II) and under its follow up procedure (see chapter IV).

There was also some support for the idea of a unified report compiling all communications sent by the special procedures and the responses thereto, which would facilitate follow up.

In addition to the specific proposals adopted in relation to follow up (see paras. 85 96 below) the meeting emphasized the need to promote universal adherence to the system whereby States extend a standing invitation to the special procedures.
