The Board was pleased that 72 projects in 28 countries had been visited since its previous session.

The report before the Committee provided updated information on the implementation status of the projects mentioned in the previous report of OIOS (A 59 396) and also reviewed the progress of new projects.

The Board expressed satisfaction with the efforts undertaken by the Secretariat since its previous session to organize assessment visits to projects in the field.

Following previous external audit recommendations on this matter, UNHCR has introduced a new policy on audit certification for implementing partners which will affect projects as of 1 January 2004.

Building on lessons learned from previous capacity building projects, the Central Asian countries will be provided with concrete tools to implement new methodologies and technologies relating to Millennium Development Goal statistical requirements and survey methodology.

With regard to the second part, on lessons learned, all project documents of the fifth tranche, prepared from January 2006 to July 2006, have taken into consideration the lessons learned from previous projects, in line with the Development Account guidelines.

During the period under examination, only 11 visas for cultural activities were granted for five exchange projects, out of a total of 106 applications to the United States Interests Section in Havana. This represents a substantial decline over previous years.
