Only then can the past truly be past.

In the past few years, Africa has received pledges of increased support, reflecting both the commitments made in Monterrey and the growing recognition that Africa needs more international support, in particular for NEPAD, to help in its development efforts.

Developing countries, too, have made serious commitments to their own people, and the primary responsibility for fulfilling those commitments is theirs.
