Some representatives raised concerns about the impact of any new tracking system for ozone depleting substances, particularly in terms of the additional burdens it might impose on countries exporting ozone depleting substances.

All of these ozone depleting substances contain either chlorine or bromine (substances containing only fluorine do not harm the ozone layer).

In the case of ozone depleting substances with high global warming potential, greenhouse gas emissions can also be directly avoided or reduced through accelerating the phase out of such substances.

Given disparate assessments of its ozone depleting potential, the Parties sought more information on both the related science and on the market penetration and places of likely use of this chemical.

However, no new methods using non ozone depleting substances had emerged since the last report on that issue, and CTOC welcomed information from the Parties on any new ozone depleting substance free testing methods that became available.

The report concluded that progress had been made in the reduction of process agent related emissions through Executive Committee projects aimed at converting existing processes using ozone depleting substances to processes that do not use ozone depleting substances.

By 2010, close to 100 ozone depleting substances, including CFCs, will have been phased out globally.

The training should focus on measures to identify and prevent illegal trade in ODS ozone depleting substances

Information on any other adverse effects to the environment should be included where available, such as environmental fate (exposure), ozone depletion potential, photochemical ozone creation potential, endocrine disrupting potential and or global warming potential.

On many occasions, the Parties to the Montreal Protocol have expressed concern regarding the illegal trade in ozone depleting substances (ODS), and ODS containing products containing ozone depleting substances The Parties have discussed various ways that they mightcould possibly address the issue.

Emphasis should be on training and capacity building forof the officials responsible for phasing out ozone depleting substances

The activities noted above were generally designed to increase awareness of the Montreal Protocol, the ozone issue and the methods available to minimize emissions of ozone depleting substances.

The ozone layer plays an important role in depleting the amount of ultraviolet (UV) radiation that reaches the surface.

The training focused mainly on CFC refrigerants, while other ozone depleting substances were dealt with only in general terms.

In response, Parties stressed the importance of the various ongoing initiatives for combating illegal trade in ozone depleting substances.

While the Montreal Protocol as originally conceived did not address the problem of illegal trade, the parties subsequently agreed to establish licensing systems to monitor the flow of ozone depleting substances and to prevent legitimately produced ozone depleting substances from ending up on the black market.

Without the decisions taken 20 years ago, atmospheric levels of ozone depleting substances would have increased ten fold by 2050.
