Disaster related legislation and regulatory frameworks within the context of strengthened national systems are essential to creating an enabling environment for disaster risk reduction.

C. Insufficient policy frameworks and regulation

With regard to policy advocacy towards affected country Parties, the secretariat has facilitated the integration of NAPs into the overall national development frameworks, strategies and programmes.

Most countries give details of their national forest programmes (or similar frameworks) and explain that the IPF IFF proposals were taken into account during their development.

The CCA UNDAF process should be aligned to national and regional priorities and development frameworks and initiatives to ensure effective participation and leadership by recipient Governments.

They asked the secretariat to continue to strengthen its participation in United Nations Development Assistance Frameworks (UNDAFs), PRSs and the preparation and monitoring of national budgets.

To achieve this, national forest programmes or similar frameworks should include clear statements explaining why forest related activities are a priority and why external funding is justified.
