A different, yet fundamental, set of challenges affect least developed countries, small island developing States and landlocked developing countries.

Liberalization should be complemented by measures in support of least developed countries, landlocked countries, and small and vulnerable economies.

All special and differential treatment shall be applicable to all acceding landlocked developing countries.
