The Deputy Executive Director assists the Executive Director in the performance of his or her functions.

It was noted with satisfaction that the Executive Director was actively recruiting a Deputy Executive Director.

These plans are approved by the appropriate Deputy Executive Director.

The Executive Director and the Deputy Executive Director of the Women's Bureau were ex officio members of the Council.

14.21 The Office of the Executive Director provides executive and support services to the Executive Director and the Deputy Executive Director, as well as to the senior management of UNEP.

ECA management stated that since the appointment of the Acting Deputy Executive Secretary, arrangements have been made to re establish the operational activities of the Coordination Unit under the Office of the Deputy Executive Secretary.

Mr. Toshiyuki Niwa, Deputy Executive Director, provided a statement in response to the report.

Presentations were made by the Executive Director of UNICEF, the Executive Director of UNFPA, the Associate Administrator of UNDP and the Senior Deputy Executive Director of WFP.

The Office of the Chief Executive Officer comprises the Chief Executive Officer, the Deputy Chief Executive Officer, the Senior Legal Officer, the Special Assistant to the Chief Executive Officer, and conference support and administrative staff.

The Acting Deputy Executive Director further explained that the chapeau of the aAppendix washad been adjusted accordingly.

Deputy Executive Director Ms. Rima Salah reported on the United Nations Secretary General's study on violence against children.

Opening statements were made by Mr. David Harcharik, Deputy Director General of FAO, Mr. Shafqat Kakakhel, Deputy Executive Director of the United Nations Environment Programme (UNEP), on behalf of Mr. Klaus Töpfer, Executive Director of UNEP, and Mr. Domenico Zinzi, Vice Minister of Health of Italy.

The Executive Board had before it the annual report of the Executive Director, on progress and achievements against the MTSP for 2002 2005 (E ICEF 2005 6), which was introduced by Ms. Rima Salah, Deputy Executive Director.

The European Central Bank could also, perhaps, be involved, nominating the deputy of the eurozone executive director at the Fund.

UNICEF has issued guidance to all divisions and field offices on the format and timeline for the preparation of all briefing notes for the Executive Director and Deputy Executive Directors.

UN Habitat has since made progress on recruiting a Deputy Executive Director and anticipates filling the position within the calendar year.

In paragraph 332, the Board recommended that UNICEF achieve greater interchangeability among Deputy Executive Directors, in particular regarding the oversight of Divisions.

Owing to improvements in work and travel planning, the Deputy Executive Directors provide leadership and oversight for strategic issues with greater interchangeability.

The Deputy Executive Director thanked the Governments of Belgium, Finland, France, the Netherlands, Norway, Sweden and the United Kingdom for their support.

The Deputy Executive Director ended his remarks by stating that UNICEF welcomes open and frank discussion on the findings and recommendations and he assured the Executive Board of continuing efforts to monitor and improvement implementation.

Her ability to ensure that the administrative infrastructure supports this growth has been hampered by the absence of a full time Deputy Executive Director.

The Unit also supports the Deputy Executive Director in the management of the programme, including the guidance and policy clearance of all programmatic matters.

Deputy Executive Director Mr. Toshiyuki Niwa introduced the report (E ICEF 2005 AB L.6), reaffirming the importance UNICEF attaches to accountability and oversight.

Deputy Executive Director Rima Salah provided an overview of progress on the study, which the Secretary General had been requested to conduct three years ago.

In response, the Deputy Executive Director pointed out that the Board of Auditors report made reference to the practices followed by UNICEF, UNDP and WFP.

The Executive Council consists of the Chief Minister, not more than three other ministers and two ex officio members (the Attorney General and the Deputy Governor).

OIOS noted the good general oversight practice of subregional offices and periodic on site reviews of their activities by the Deputy Executive Secretary of the Commission.

(a) Assignment of executive management responsibilities to the post of Deputy High Commissioner, based on the OIOS recommendations that this post should be more fully utilized.

The Executive Secretary and the Deputy Executive Secretaries will constitute a core strategy group that will provide a more strategic approach to the secretariat's work in support of the Parties based on guidance provided by the COP and the COP MOP.

In addition, the Office of the Principal Deputy Special Representative as well as the Office of the Deputy Special Representative (Humanitarian and development coordination) are presented as part of the executive direction and management, as their functions and responsibilities encompass several components of the Mission.

Two high level meetings were held, in Rome and Geneva, between the Assistant High Commissioner and the WFP Senior Deputy Executive Director and senior staff of the two organizations.

I have already informed the Security Council of my intention to appoint Victor da Silva Angelo, the current Deputy Special Representative at UNAMSIL, as my Executive Representative for UNIOSIL.

The Deputy Executive Director noted that UNICEF intentionally set itself very demanding performance standards and that its audit function was fully transparent to the United Nations Board of Auditors.

The Deputy Executive Director said that many of the comments would be reflected in the implementation guidelines that would be issued as a part of the plan's roll out.

Additional recommendations of the Office included to accelerate the recruitment of a Deputy Executive Director in order to support the Executive Director in promoting the work of the Programme externally, administering the United Nations Habitat and Human Settlements Foundation and enhancing coordination among subprogrammes.

Following the usual consultations, it is my intention to appoint Victor da Silva Angelo, who is currently serving as Deputy Special Representative for Sierra Leone, as my Executive Representative for UNIOSIL.

The explanation from the Secretariat was that a note verbale had been sent to Member States to fill the position of the Deputy Executive Director, who is responsible for fund raising.
