The 168 Member States of the OPCW implement the Chemical Weapons Convention by declaring, securing, and destroying, under international on site verification, any chemical weapons stockpiles.

We must also build on the progress made on the Chemical Weapons Convention.

In accordance with the obligations under the Chemical Weapons Convention and with the cooperation of the Organization for the Prohibition of Chemical Weapons (OPCW), various seminars were also held by the National Authority of Iran for the industry owners and government officials who deal with the implementation of the Chemical Weapons Convention.

Australia strongly supports the implementation and universalization of the Chemical Weapons Convention and the Biological and Toxin Weapons Convention, which we regard as fundamental to the international norms against those weapons.

Albania was among the initial countries who signed the Chemical Weapons Convention (CWC) in 1993.

Chemical Weapons

Section 1 of the Act 6 May 1994 no. 10 relating to the implementation of the Chemical Weapons Convention makes it an offence to develop, produce, otherwise acquire, stockpile, transfer etc. chemical weapons in contravention of the Convention.

The universalization of the Chemical Weapons Convention (CWC) and ensuring its strict implementation should remain our priority in the field of chemical disarmament.

On 12 February 2009, Iraq officially became the 186th State Party to the Chemical Weapons Convention.

The European Union believes that the provisions of the Chemical Weapons Convention must be strictly applied.

Bangladesh had also concluded a safeguards agreement with the IAEA, including an additional protocol, and was a party to all disarmament related treaties, including the Chemical Weapons Convention, the Convention on Conventional Weapons and the Biological Weapons Convention.

Consequently, my Government has this year ratified the Ottawa Convention on Landmines, the Chemical Weapons Convention and the Comprehensive Test Ban Treaty.

The draft resolution on the implementation of the Chemical Weapons Convention (CWC) remains very timely this year.

To ensure the non proliferation of chemical weapons, we believe that the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague needs to make the universality of the Convention a high priority.

Moreover, the Obama administration should try to work with Russia and China to enforce the Chemical Weapons Convention.

We stress the importance of States possessors of chemical weapons complying fully with their obligations under the Convention.

So is it a legal issue? Using chemical weapons is indeed a breach of international conventions, including the Chemical Weapons Convention, which Syria has never signed, and the Geneva Protocol, to which it is a party.
