The Parties traditionally establish a budget committee to review the budget and make recommendations to the high level segment of the Meeting.

In a first phase, the Unit prepared an abbreviated review focusing on headquarters review, budget and financial issues, personnel practices and oversight activities.

The improvements made to budget presentation, and the indication of the objectives to be attained, had facilitated the review of the proposed programme budget.

(a) To review the budget of the Office of Internal Oversight Services (OIOS) and make recommendations to the General Assembly for approval of its budget

Further action as regards enhanced alignment with UNICEF programme and budget cycles and processes will be discussed during the forthcoming programme and budget review, in July 2005.

Review of the proposed programme budget for the biennium 2006 2007 Department for General Assembly and Conference Management

The results of the review have been an important input to the preparation of the proposed programme budget.

The Advisory Committee expects that the results of that review will be reported in the proposed budget for 2005 06.

In accordance with past practice, the review by the Working Party would focus on the programmatic content of the new budget.

Because the Advisory Committee's recommendation for a comprehensive review of the Mission's structure had remained unimplemented, the review had not been reflected in the proposed budget for 2005 06, and the Advisory Committee had been forced to defer consideration of the proposed posts until budget proposals for 2006 07 were discussed.

Views were expressed that the General Assembly should consider any further specific issues relating to the narratives of budget fascicles in the context of its review of the proposed programme budget for 2006 2007.

At its reconvened forty eighth session, the Commission is expected to review and approve the final budget for the biennium 2004 2005 and the initial budget for the biennium 2006 2007 for the Fund.

In addition to the GHG inventory review activities funded from the core budget, others are supported by voluntary contributions to supplementary funds.

While we regret the appearance of an unexpected, last minute report on programme budget implications, it is our expectation that all costs for the comprehensive review not already covered by the biennium budget will be absorbed.

These additional requirements would be considered by the General Assembly in the context of its review of the proposed programme budget for 2006 2007.

As a result, the Committee must once again consider the large MONUC budget without the benefit of a review of the Mission's organizational and post structure.

The review has also resulted in important input to the proposed 2006 2007 programme budget and work programme, as well as to other issues discussed by Parties.

The General Assembly took note of paragraphs 46 and 47 of the report, concerning the timely submission of draft proposals for the review of their programme budget implications.

The budget request for the biennium 2006 2007 is based on the recommendation of the consulting company hired to conduct a comprehensive review of the Fund's investment practices.

(i) Review of budgetary issues in draft resolutions before legislative bodies and their subsidiary bodies and the preparation of reports on revised estimates and programme budget implications (800)

The Advisory Committee recommended deferring all action on posts, pending a thorough review by MONUC and the submission of coherent and justified proposals in the 2005 2006 budget.

If the mandate review and other reforms were not implemented, the United States would find it very difficult to reach agreement on the budget proposal before the Committee.

2. Requests the Secretary General to undertake a comprehensive review of services provided by the Fund, funded through section 1, Overall, policymaking, direction and coordination, of the programme budget, and to report thereon in the context of the programme budget for the biennium 2010 2011

In budget years, the Committee would review the programmatic aspects of the new and or revised mandates, as well as any differences that might have arisen between the biennial programme plan and the programmatic aspects of the proposed programme budget, according to Assembly resolution 58 269.

The review also emphasized that data disaggregated by sex was critical to gender sensitive budget allocation and planning and was important to the full implementation of the Millennium Development Goals.

However, it remains concerned about the risk of budget overruns given the material amounts of budgeted project expenditure rephased from 2005 to 2004 and will keep this matter under review.

(b) Conference services, administration and oversight (regular budget extrabudgetary) produce up to 400 audit reports for programme managers during the biennium review compliance by departments and offices with audit recommendations.

35. Further requests the Secretary General to review the structure of the Operation and the allocation of posts and their grade levels as personnel are deployed and on the basis of actual workloads and experience gained, and to reflect that ongoing review in future budget submissions

In July 2003, during its consideration of the budget proposals for the biennium 2004 2005, the working group formed by the Standing Committee to review the budget proposals concluded that this reclassification, which had been proposed by management, would be looked upon favourably in the biennium 2006 2007.

A sunset clause would prevent the Council from blocking subsequent revisions by, say, stipulating that the budget would revert to 2013 levels if no review were conducted by the specified date.
