As the draft convention did not exclude bank guarantees, draft paragraph 6 should be retained. It was his delegation's understanding that letters of credit were covered by the draft convention.

The Commission also expressed its appreciation for the coordination with the World Bank, which was preparing principles and guidelines for effective insolvency and creditor rights systems, and in particular for the agreement that the World Bank text would form with the draft legislative guide on secured transactions a single international standard.
