Documents IDB.30 5 PBC.21 5 and Add.1 provided information on the candidatures for the position of External Auditor, including the nomination of Ms. Eva Lindström, Auditor General of Sweden.

The Meeting of States Parties shall appoint an Auditor, which may be an internationally recognized firm of auditors or an Auditor General or an official of a State Party with an equivalent title.

He recalled that the Philippine decision to withdraw its candidature at the tenth session of the General Conference had paved the way for the re election of the incumbent External Auditor, Mr. Shauket Fakie, Auditor General of the Republic of South Africa.

Considering the matter of fair geographical distribution of the posts of Director General and External Auditor, and given that the next Director General was to be an African, Japan supported the candidature of Mr. Guillermo N. Carague of the Philippines for the post of External Auditor.

The Conference, by decision GC.10 Dec.16, decided to extend the appointment of the Auditor General of South Africa as the External Auditor of UNIDO for a period of two years, from 1 July 2004 to 30 June 2006.

Since the term of office of the Auditor General of the Republic of South Africa will expire on 30 June 2006, it will be necessary for the General Assembly, at its sixtieth session, to fill the resulting vacancy by the appointment, as a member of the Board, of the Auditor General, or officer holding the equivalent title, of a Member State.

Moreover, key institutions, such as the Comptroller and Auditor General and the judiciary, staffed by an increasingly angry middle class, also launched investigations.

During the tenth session of the General Conference in 2003, the Philippines had withdrawn its nomination for the post of External Auditor in the interests of consensus, paving the way for the reappointment of the incumbent External Auditor from South Africa for a second term.

At its sixtieth session, the General Assembly will need to fill the vacancy that will arise upon the expiry of the term of office of the Auditor General of South Africa.

The internal control systems and financial records are subject to reviews by the Office of the Comptroller General and the External Auditor during their respective audits.
