Workshop in Brazil for MERCOSUR and Andean Community countries

Recognizing the importance of promoting peace, security and cooperation in the Andean Community for the benefit of the entire human race and, in particular, the peoples of the Andean Community,

Peru, as current President of the Andean community, is promoting this issue.

Recently, with the new cooperation agreement with Mercosur, the Andean Community gained four new associate members Argentina, Brazil, Paraguay, and Uruguay.

In the context of CBTF, a seminar will be held jointly with the secretariat of the Andean Community (Lima, March 2005).

Aware of the determination of the States members of the Andean Community to preserve their independence, sovereignty and territorial integrity, promote peaceful coexistence in the Andean region and develop their relations in conditions of peace, self determination and freedom,

Andean countries have integrated the Hyogo Framework in the implementation of the Andean strategy approved by Heads of States in July 2004.

For instance, after the Andean Community decided in August 1996 to develop its own satellite communications system, it took nearly a decade before a temporary satellite was moved into the reserved orbital position.

The Andean Community has 98 million inhabitants living in an area of 4,700,000 square kilometers, whose Gross Domestic Product amounted to US 745.3 billion in 2005, including Venezuela, who was a member at that time.

The population is concentrated in the Andean highlands and along the Caribbean coast.

Of eleven of the region s countries the five MERCOSUR economies, the four Andean Community countries, plus Chile and Mexico seven have had a fiscal surplus in 2006 and six will maintain it less easily in 2007.

Indeed, as we have seen in some Andean countries, it can be counter productive.

After the Andean highlands, it is the second most important region in economic activity.

In the Andean region, continued support to sustainable livelihood schemes remains of high importance.

The installation of EMPRETEC was being explored in some Andean, Caribbean and Middle Eastern countries.

In Latin America, the Andean Development Corporation (CAF) offers a unique South South success story.

Although the process of evaluating and selecting future members of the Court is the exclusive responsibility of Ecuadorians, the Law on the Organization of the Judiciary invites the United Nations, the European Union and the Andean Community to observe the process.

We support the statements made earlier by the Non Aligned Movement and the Group of 77 and China, as well as the institutional and collective statements made by the fraternal countries of the Andean Community of Nations and the Rio Group.

Mr. Chiriboga (Ecuador) said that his delegation wished to associate itself with the statements made by the representative of Qatar on behalf of the Group of 77 and China and the representative of Peru on behalf of the Andean Community.

Similarly, Spain ran persistent deficits in the sixteenth and seventeenth centuries, paid for by Andean silver.

The reason being that in this Andean country, Bolívar is not held in the highest regard.
