Allegations of torture

Allegations of torture and inhuman treatment of detainees and prisoners continue.

Allegations include subjection to severe beatings, shackling, near suffocation, burning, stabbing, rubbing of salt and chemicals in open wounds and psychological torture, including threats of death.

384. The Committee expressed its satisfaction that there were no allegations that persons deprived of their liberty had been subjected to ill treatment amounting to torture nor was there any other evidence that torture had been found in Sweden.

The Committee is also concerned about the absence, in practice, of a swift and firm reaction on the part of the courts to allegations of ill treatment and torture.

79. The Committee considers that it would have been particularly useful for additional information to have been made available, including statistics on investigations into allegations of torture, legal proceedings and sentences handed down against persons responsible for acts of torture and ill treatment.

6.1 Before considering any of the allegations in a communication, the Committee against Torture must decide whether or not the communication is admissible under article 22 of the Convention.

They also asked whether steps had been taken by the competent authorities as a result of allegations of torture and suspicious death among persons detained in such special centres.
