We fully agree with the Secretary General's view that United Nations reform must be comprehensive and should not follow a selective approach.

For those reasons, particular attention should be focused on those grievances and on their origin.

We must talk about ourselves in our own words, on our own terms.

We agree that the world needs to be steered towards a greater focus on those larger freedoms.

We agree that current developments and circumstances require that we urgently build consensus on major threats and challenges.

We agree that the responsibility to protect civilian populations lies first and foremost with each individual State.

Finally, we fully endorse the need for an expanded Security Council that is more representative of the realities of today's world.

We agree with the basic premise that further joint efforts to meet the MDGs must be based on the Monterrey consensus.

We disagree with many of its contents, of course, but also oppose the idea of having an EU constitution at all.

We agree to eliminate references to enemy States in Articles 53, 77 and 107 of the Charter.
