The new global Evaluation Committee adopted a plan of action to strengthen the evaluation function throughout UNICEF.

One important step in promoting self evaluation has been the incorporation of a specific section on evaluation planning at the subprogramme level, in the programme budget instructions issued in September 2004.

Subsequently, assessment is to be developed for the Bosnia and Herzegovina State level.
