Structural reforms are always useful, but increasing productivity takes a long time and does not always translate into higher competitiveness.

The question is how to increase the absorptive capacity of the region and build a modern industrial base.

As developing country firms become more competitive through OFDI, they can contribute to the competitiveness of their home countries by increasing national productive capacity and productivity.

Debt sustainability for the poorest countries is best secured if financial resources come in the form of grants and if donors consequently agree to substantially increase grant based ODA.
