The responses to this section also provide an indication of the level of decentralization of drug demand reduction efforts and the local ownership of programmes.

The biennial reports questionnaire is not the perfect tool for monitoring the progress of countries in relation to drug demand reduction activities.

In addition to those measures, which seek to reduce supply, particular attention should be devoted to promoting a culture of non violence both among political actors and in the educational systems of the affected countries, because that would help to significantly reduce the demand for small arms.

With lower spending and higher savings in the advanced economies, key emerging markets must take up the slack and start providing the demand needed to power the global recovery.
