The Department of Peacekeeping Operations plays an important role in the implementation of disarmament, demobilization and reintegration programmes in peacekeeping missions.

Canada welcomes progress made to date on the inclusion of disarmament, demobilization and reintegration (DDR) planning in integrated peacekeeping missions, as well as the development of policies, guidelines and procedures for the planning and implementation of DDR in a peacekeeping context.

In that regard, it was reiterated that the disarmament, demobilization and reintegration component was crucial to peacekeeping operations and note was taken of the efforts of the Department of Peacekeeping Operations to develop a comprehensive approach to disarmament, demobilization and reintegration programmes.

To accomplish these additional tasks within the framework of peacekeeping operations and DDR programmes, the necessary resources have to be included in the regular peacekeeping budget.

Norway supported the inclusion of a cost basis in the assessed peacekeeping budget for DDR and other humanitarian tasks as part of the peacekeeping mandate.

The mandates of peacekeeping operations have been reinforced, and in many cases disarmament, demobilization and reintegration programmes have been implemented.

The Council also included provisions regarding the disarmament, demobilization and reintegration of former combatants in both new and revised mandates of peacekeeping operations.

On 28 April, President Gbagbo issued two decrees restoring Ivorian Radio and Television to its original status and reinstating its board of directors.

Secondly, the Security Council must include in peacekeeping mandates provisions relating to the disarmament, demobilization and reintegration of former combatants.

The Advisory Committee discusses the funding of disarmament, demobilization and reintegration programmes in its general report on peacekeeping operations (A 59 736).

The Brahimi report (S 2000 809) offered various recommendations for specific peacebuilding operations, such as the creation of a fund for disarmament, demobilization and reintegration.

Furthermore, the Security Council should consider including child protection officers in the mandates of all peacekeeping missions.

In the more immediate areas of Security Council action, our vision for peacekeeping operations must be expanded to include certain aspects of reconstruction and of the reintegration of ex combatants.

Through its extensive involvement in peacekeeping operations in Burundi and the Democratic Republic of the Congo, South Africa has experienced the value of effective disarmament, demobilization and reintegration (DDR) activities.

5. Requests the Secretary General to review the issue of capacity in the Peacekeeping Best Practices Unit for policy support in peacekeeping operations in the area of demobilization, disarmament and reintegration, taking into account the views of the Advisory Committee

The Group had a briefing on the disarmament, demobilization and reintegration programme in Haiti by staff members of the United Nations Department for Peacekeeping Operations and the United Nations Development Programme (UNDP).

We welcome the Secretary General's attention to the destruction of these weapons and to selected improvements to storage facilities, particularly within disarmament, demobilization and reintegration programmes and peacekeeping operations.

The Organization's peacemaking experience clearly showed the close links between peacebuilding and the re establishment of social and economic life in post conflict countries.

Comprehensive disarmament, demobilization and reintegration programmes constitute an important component of multidimensional peacekeeping and post conflict reconstruction efforts.

In that regard, we should like to highlight the importance of peacekeeping operations considering how the United Nations could promote efforts related to DDR programmes and providing special allocations from peacekeeping operations budget for that purpose.

The Group would appreciate further clarification from the Advisory Committee about the provision made for DDR programmes in the budgets of other African peacekeeping missions.

Norway joined the Advisory Committee in welcoming plans for increased recruitment of national staff for the Mission and also favoured the inclusion in the peacekeeping budgets of costs for the rehabilitation and reintegration of ex combatants.

We support the view that the Security Council, in its consideration of peacekeeping operations, always has the duty to introduce a component dealing with the disarmament, demobilization and reintegration of combatants into their local societies.

We should approach with an open mind the possibility of funding a larger share of DDR related activities in peacekeeping operations through assessed contributions.

The issue of the physical safety of returnees and displaced persons was being incorporated in the mandates of peacekeeping missions and that practice would be expanded in 2005. UNHCR also looked forward to the establishment of a more coherent disarmament, demobilization and reintegration strategy under the leadership of DPKO.

Essential to the sustainability of return were ongoing programmes of repatriation, reintegration, rehabilitation and reconstruction (the 4Rs ).

These will ensure the linkages between repatriation, reintegration, rehabilitation and reconstruction.

Concerning the disarmament, demobilization and reintegration of former combatants, that process is of unquestionable importance as an essential component of peacekeeping operations if we are to avoid the recurrence of armed conflict.

In the best case scheme, that agenda would include the provision of such elements as physical infrastructure and education that would continue from where such peacekeeping programmes as disarmament, demobilization and reintegration may have left off.
