The present paper introduces the following SAICM related themes that ministers and heads of delegations may wish to explore during their consultation

The secretariat has provided a facility on the Rotterdam Convention web site where information on alternatives to chemicals included in Annex III and national risk evaluations performed on chemicals included in Annex III may be posted.

Mr. Mazumdar (India) said that the intention of the Under Secretary General for Safety and Security to reassess the proposals for a new access control system was evidence of his expertise.

The paper would provide information on existing provisions relevant to trade and procedures for risk evaluation and would include consideration of case studies of specific chemicals covered under other multilateral agreements, with a possible assessment of the value of including those chemicals in the Rotterdam Convention and the number of chemicals that might be implicated.

Mr. Veness (Under Secretary General for Safety and Security) said that well designed threat and risk assessment was essential to the development of effective security measures.

It seems reasonable to assume that the Committee, having considered all the criteria set out in Annex II, should evaluate the overall merit of listing the chemical in Annex III and make its recommendation.
