Indeed, the European Union s future still seems acutely uncertain, owing mainly to a mismatch between rhetoric and reality.

Europe s democratic deficit is less a gap between European institutions and European citizens than between national politics and European problems.

That was the purpose of the 1992 Maastricht Treaty, which established the European Union.

Judging from opinion polls, the European public has come to see the EU s handling of the euro crisis as a success. Confidence in the EU has increased from 48 to 58 during the last three years, after a period of steady decline skepticism about the European project dropped from 46 to 36 .

As a matter of statistics, the EU can clearly accommodate a million or more refugees. This would amount to just 0.2 of the EU s total population far less than the number of people that member countries will need to admit in the coming decades to replenish their aging workforces.

We need to assess what can be achieved at the national level and what EU institutions should do.

The EU must also be made accountable not only for what it spends, but also for the wealth that it generates.

The larger issue at stake is whether Europe is prepared to establish the common political space that is needed to manage the monetary union and strengthen the European Union s influence in world affairs.

But, to do so, we will need to make EU institutions more efficient, with better regulation and a lower administrative burden.
