Reference to four main themes would illustrate the conformity of the Institute's activities with the Outcome of the recent High level Plenary Meeting of the General Assembly.

Criteria for assessing global partnership for realization of the right to development

In particular, we support the goal of a global partnership for development, and believe that the Churches can make a unique contribution to that partnership.

It will continue to monitor system wide support for the development of Africa, particularly within the framework of the New Partnership for Africa's Development, and strengthen collaboration with civil society organizations.

The expert from NEPAD made a presentation on the activities and experiences of NEPAD, stressing that the right to development remained a critical issue in Africa.

The expert from WTO underlined that global partnership for development involved some degree of reciprocity.

It has been recognized by the New Partnership for Africa's Development (NEPAD) as one of the most promising initiatives for the improvement of food security in Africa.

The Monterrey Consensus emphasized that mobilizing financial resources is an essential element in the international partnership for development.

Building on existing initiatives, the Partnership will allow Asia and Africa to pool their resources and expertise for people centred development.

Those encouraging achievements notwithstanding, many obstacles stand in the way of the attainment of NEPAD objectives and of the Millennium Development Goals on the continent.

The commitments made in the Millennium Declaration regarding the global partnership for development remained largely unfulfilled, with no new sources of financing for development materializing in a concrete manner.

Sustainable industrial development would be further enhanced by the African Productive Capacity Initiative conceived and developed within the framework of the New Partnership for Africa's Development (NEPAD).

Turning to NEPAD, I believe 2005 has been a year of increased momentum for the cause of development, and for Africa in particular.

It underlines the critical importance of a long term engagement on the part both of Africa and of its development partners in order to assure the full realization of the objectives of NEPAD.

The Secretary General has the honour to transmit to the Statistical Commission a report prepared by the Partnership in Statistics for Development in the Twenty first Century (PARIS21).

Activating worldwide participation on behalf of cooperation and support

That would contradict the principle of partnership set forth in the paper Partnership for Progress and Prosperity .

The principles of mutual respect, participation and accountability that are implicit in the ideas already put forward in this paper are equally relevant to the development of principles for development partnership.

Of late, several initiatives, such as the New Partnership for Africa's Development (NEPAD) framework, have been put in place, focusing on the most basic issues of reducing poverty and delivering sustainable development.

Four years on, NEPAD has made some modest progress that reflects our determination to make Africa work for Africans in an interdependent world and towards the achievement of sustainable development.

Strong political and financial support by the international community for pan African and regional organizations, particularly the African Union and the African Development Bank, as well as for initiatives such as the New Partnership for Africa's Development (NEPAD) and the African Peer Review Mechanism, is critical to this partnership.

37. We call for the further elaboration of innovative financing mechanism for development, including public private partnership for increased investments targeted at development, debt swap for MDGs, and micro finance scheme.

In pursuance of Commission resolution 2003 83, OHCHR organized the high level seminar on the right to development entitled Global partnership for development , on 9 and 10 February 2004.

Delivery on these issues is essential for fulfilling the objectives of NEPAD.

To this end, contacts have been established with the African Forum on Science and Technology for Development (AFSTD), which was established by NEPAD to promote the application of science and technology for economic growth and poverty reduction.

At the regional level, partnerships, such as the New Partnership for Africa's Development, the Congo Basin Forest Partnership and the Asia Forest Partnership have proved to be an effective catalysing force.

In that regard, the global partnership for Africa's development needs to change, among other things, by means of the manner in which the multilateral development financing institutions support infrastructure development in Africa.
