The proposed penalty for persons or groups of persons perpetrating such crimes is imprisonment with confiscation of property.

With a series of decisions the Council of State has judged that the above mentioned provision is in accordance with the Constitution (revised article 116, paragraph 2 of the Constitution).

Unless I hear any objection, I shall take it that the Assembly agrees with my proposal to waive that provision of rule 78 of the rules of procedure.
