The Secretary General states his intention to establish an office of fraud prevention within the Office of the Under Secretary General for Management and proposes the following additional posts for that purpose

13 posts in the Department of Management (3 in the Office of the Under Secretary General, 7 in the Office of Programme Planning, Budget and Accounts, 1 in the Office of Human Resources Management and 2 in the Office of Central Support Services

The Steering Committee shall submit the report of the review of OIOS to the Under Secretary General for Internal Oversight Services.

The incumbent of this post also provides help desk assistance, and reports to the Computer Information Systems Officer.

Detlev Mehlis (born 1949) is the Senior Public Prosecutor in the Office of the Attorney General in Berlin.

One P 5 post is to be redeployed from the Office of the Under Secretary General for Management to strengthen the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States.

The Principal Officer in the Office of the Under Secretary General for Management introduced the reports of the Secretary General (A 60 312 and A 60 342).

29.1 The Office of Internal Oversight Services, headed by an Under Secretary General, is responsible for the implementation of the programme of work under this section.

The adequacy of the present level of the post of Deputy, as well as of other immediate support within the Office of the Under Secretary General, will be reviewed at the end of the current biennium and reported to the General Assembly, as necessary.

29.14 The Office of the Under Secretary General provides overall strategic planning and monitoring and ensures effective coordination of the work plan for the Office of Internal Oversight Services through the identification and mitigation of risks to the Organization's resources.

Furthermore, the Office of the Under Secretary General provides strict quality control over the reports of the Office of Internal Oversight Services to the General Assembly, oversees resource utilization and acts as a focal point for performance management and for monitoring compliance with recommendations of the Office of Internal Oversight Services.

Ms. Mabutas (Director of the Office of the Under Secretary General for Management) recalled that the Accountability Panel had been established in 2002 and was chaired by the Deputy Secretary General.

Executive Office

27.16 The Office of the Under Secretary General is expected to achieve its objectives and expected accomplishments on the assumption that intergovernmental bodies and other stakeholders continue to support the work of the Department of Public Information.

He believed that the adoption of a roadmap for the implementation of the Almaty Programme of Action, prepared by the Office of the Under Secretary General Mr. Anwarul Chowdhury, had become an important step in this process.

These additional requirements could not be absorbed from within the provisions included under section 28A, Office of the Under Secretary General for Management, of the proposed programme budget for the biennium 2006 2007.

The increase in non post resources relates mainly to estimated requirements under contractual services and general operating expenses to cover the Office of Internal Oversight Services share of centrally provided data processing support costs.

It also welcomed the creation of an Office of the Assistant Secretary General and Special Adviser on Africa, responsible for coordinating United Nations support for the New Partnership for Africa's Development.

A mine information office has been established in Darfur to help humanitarian agencies conduct operations safely.
