That is why we wish to point out the importance of the fourth special meeting of the CTC in Almaty next week.

In that regard, we would like to reiterate that India has the requisite expertise for assessment and mapping of the continental shelf.

Nevertheless, we would like to stress four areas school enrolment, young people in high risk situations, retention of skilled personnel and investment in science and technology.

Given the foregoing, we would like to reaffirm our position with regard to the production of fissile materials, which is based on the need to place all nuclear materials, including nuclear stocks, under international supervision. We also emphasize the need to conclude an international agreement on this matter as soon as possible.

We would like to stress the relevance of the provision concerning the need to reaffirm Member States' commitment to the United Nations Charter in order successfully to meet the full range of challenges involving security, economic and social development, and the restructuring and revitalization of the United Nations and its principal organs and agencies.

While we support the dual objective of the fissile material cut off treaty, namely nuclear disarmament and non proliferation, we should like to reaffirm that this ban will not be effective if it applies only to future production.
