We encourage the Agency to continue its leadership as the sole competent nuclear verification authority within the framework of the Agency's safeguards system.

It should also be noted at this point that the Agency is in the process of acquiring a new procurement and inventory package which should replace the Reality system.

In this connection, Malaysia believes that the IAEA is the sole competent authority for nuclear verification, in the framework of the Agency's NPT safeguards system, and that all issues or problems should be resolved within the mandate of the Agency.

To facilitate those measures, there have been, over the past year, some initiatives aimed at strengthening the integrity of the IAEA safeguards regime.

The IAEA safeguards system should be strengthened and the additional protocol should be adopted as the new non proliferation standard.

As regards the strengthening of the Agency's safeguards system, Pakistan stresses the need for a balanced approach between the promotional aspects and safety or security related concerns in all of the Agency's functions.

The Agency's verification system has shown great resourcefulness and resiliency in dealing with many of those challenges.

IAEA safeguard measures would provide a good basis for the consideration of a future verification system for an FMCT.

The IAEA safeguards system was an indispensable instrument within the NPT and must be strengthened.

The Agency agrees with the Board of Auditors that the present project system employed in UNRWA does not meet the needs of the Agency or of donors in that it does not systematically apply project management techniques throughout the whole cycle of a project, from conception to evaluation and lessons learned.

The Nigerian delegation considers nuclear non proliferation and disarmament as two sides of the same coin that must be pursued with equal vigour in order to facilitate the IAEA's safeguards regime and the Agency's role as watchdog in the development of nuclear technology for peaceful purposes.

1.195 A system for procurement of goods, services and inventory which is fully integrated with the Agency's existing Enterprise Resources Planning (ERP) will have been implemented Agency wide.

The system of accounting of nuclear materials is maintained and nuclear inventory change reports are submitted to IAEA and the European Commission.

The challenges to compliance with the safeguards agreements must be addressed in a manner that upholds the integrity of the Treaty and the authority of the IAEA safeguards system, including through referral by the IAEA to the Security Council, as appropriate.

In the case of the Comprehensive Nuclear Test Ban Treaty in particular, Japan has spearheaded international efforts to bring it into force. As mentioned in paragraph 3 above, Japan is actively involved in an effort for the universalization of the IAEA Additional Protocol.

Poland has always underlined the importance of the process of strengthening the IAEA safeguards system, considering the additional protocols to be integral parts of the IAEA safeguards system for the treaty and mandatory for State parties to the Treaty.

Austria has always been actively engaged in the process of strengthening the IAEA safeguards system, to which it attaches utmost importance.

While certain situations may demand a strong, effective and adaptable safeguards regime, we believe that the Committee should play a measured role, supplementing the work of the Agency.

These challenges pose a significant test for the Treaty, and need to be met firmly by upholding the Treaty's integrity and reinforcing the authority of the safeguards system of the International Atomic Energy Agency (IAEA).

Third, the International Atomic Energy Agency, which is supposed to police the non proliferation system, is shamefully underfunded.

We appreciate the Agency's extensive efforts to strengthen the verification system and welcome the positive developments with respect to the status of safeguards agreements and additional protocols, which have steadily increased.

Latvia considers the IAEA safeguards system as an essential mechanism of verifying compliance with the obligations of the Treaty on the Non Proliferation of Nuclear Weapons.

In this context, Japan stresses the necessity of strengthening the International Atomic Energy Agency (IAEA) safeguards system, which plays a vital role in underpinning the Treaty on the Non Proliferation of Nuclear Weapons.

The Agency has signed a comprehensive memorandum of understanding with its main law enforcement counterpart, State Investigation and Protection Agency.
