We regret the politicization of many United Nations activities, in particular in the area of human rights.

While progress has been made through the summit decision to establish a Human Rights Council, we regret that the opportunity was lost to reach agreement on details of the Council's mandate and operation, despite the support of a great majority of Members for such a package.

We may deplore the migration of topics to the Security Council that we think should be dealt with instead by the General Assembly.

We regret, however, that no real consultations took place with those Member States which are not in the Security Council.

Consequently, we can only regret the failure of the preparatory process for the Conference as regards the adoption of the agenda.

We very much regret the fact that some of our neighbours have hijacked a date that marks a historic decision by this Assembly to which they themselves objected.

We also regret the fact that the outcome document does not reaffirm commitments already made regarding disarmament, non proliferation and small arms.

However, having reviewed the report in its entirety, we regret to say that the issue of landlocked developing countries still needs special emphasis and completeness.

We regret, however, the specific focus on that issue, since safety and security measures in general should be strengthened for the maritime transportation of all hazardous materials and pollutants, particularly hydrocarbons.

We particularly regret the complete absence of agreed text in the areas of disarmament and non proliferation and on the International Criminal Court, and the weak language on women's human rights and equality.

While we regret the appearance of an unexpected, last minute report on programme budget implications, it is our expectation that all costs for the comprehensive review not already covered by the biennium budget will be absorbed.

While we regret that a text acceptable to all Member States proved to be unachievable, we recognize that the voting results and the text of the Declaration just adopted clearly show the complex nature of the question of human cloning, which involves differing ethical, philosophical, legal, religious and scientific considerations.
