The Treaty on the Non proliferation of Nuclear Weapons is of special importance to Ireland as its first signatory.

The Patent Law Treaty (PLT) is a patent law multilateral treaty concluded on 1 June 2000 in Geneva, Switzerland, by 53 States and the European Patent Organisation (an intergovernmental organization).

Specific considerations relating to article VI of the Treaty on the Non Proliferation of Nuclear Weapons and to its national and global implementation

In the context of the NPT, recommencement of substantive work within the CD is particularly significant in relation to the negotiations on a treaty banning the production of fissile materials for nuclear weapons.

My third proposal relates to the rule of law. Universal membership in multilateral treaties is key, as are regional nuclear weapon free zones and a new treaty on fissile materials. President Barack Obama s support for US ratification of the CTBT is welcome the treaty only needs a few more ratifications to enter into force. Disarmament must be rooted in legal obligations.

In this regard, we welcome the adoption by consensus, at the initiative of the CSTO States members and some other countries of the Commonwealth of Independent States (CIS) at the fifty ninth session of the United Nations General Assembly in 2004, of the resolution declaring 8 9 May as a time of remembrance and reconciliation.

Based on the Council's review, new Guidelines for Ships Operating in Arctic and Antarctic Ice covered Waters were developed and endorsed by the Antarctic Treaty Consultative Meeting in 2004.

NPT was still not universal, because a number of States had not yet adhered to it, including States with nuclear facilities, which were therefore not subject to the IAEA safeguards regime.

We continue to regard the NPT as a deeply flawed and discriminatory treaty.
