Poland continues to emphasize the importance of the universalization of the Treaty and calls on countries who have not yet done so to accede to the Treaty without conditions and without further delay.

However, the Middle East region has no such treaty because of Israel's refusal to accede to the NPT and subject its nuclear facilities to IAEA inspection.

As a part of such endeavours, Japan has urged the Israeli Government, at the ministerial level, to accede to the Treaty on the Non Proliferation of Nuclear Weapons as a non nuclear weapon State, as well as to adhere to the other treaties related to weapons of mass destruction as soon as possible.

The EU reiterates the importance it attaches to the universalization of additional protocols and considers that adherence to such protocols should be considered by all States Parties as the essential means of demonstrating that they are fulfilling their non proliferation obligations under the NPT.

In 2002, Cuba not only acceded to the Treaty on the Non Proliferation of Nuclear Weapons but also decided to ratify the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco), despite the fact that the only nuclear power in the Americas maintains towards Cuba a policy of hostility that does not exclude the use of force.

In the First Committee, the overwhelming majority of speakers supported the strengthening of existing multilateral agreements the Treaty on the Non Proliferation of Nuclear Weapons (NPT), the Biological Weapons Convention and the Chemical Weapons Convention and their universalization.

Challenges to the Treaty and to the non proliferation regime have in recent years underscored the necessity of full compliance and the need to work actively towards universal accession to the NPT.

The Conference also affirms that compliance by States Parties with their obligations under the Treaty may have a positive effect at universal acceptance of the Treaty in encouraging those States outside NPT to accede to it.

Austria attaches high importance to the universalization of the Treaty and continues to urge India, Israel and Pakistan to accede unconditionally to NPT as non nuclear weapon States in accordance with article IX.

In the context of Australia's support for universality of the Treaty on the Non Proliferation of Nuclear Weapons, Australia calls on Israel, as for other States yet to join the Treaty, to accede to it as a non nuclear weapon State.

The Conference welcomes the accession of those States and reaffirms the importance of Israel's accession to the Non Proliferation Treaty and the placement of all its nuclear facilities under comprehensive IAEA safeguards, in realizing the goal of universal adherence to the Treaty in the Middle East .

His delegation urged States that were not parties to the Treaty, especially those with nuclear capability or possessing nuclear weapons, to join the NPT.

Another step available to all States is to accede to the Outer Space Treaty, and Canada encourages all those that have not yet done so to ratify the Treaty before its fortieth anniversary in 2007.
