The Treaty of Accession 2003 was signed on 16 April 2003.

The accession to the Treaty of Cuba and Timor Leste was a welcome development.

During the period under review there has been no new accession to the Treaty.

Since the Twenty fifth Antarctic Treaty Consultative Meeting, there has been one new accession to the Convention (Mauritius).

That seduction should begin this year, with an agenda that sets the process and timeframe for accession, to be followed by an EU Turkey Treaty that confirms the country s accession by 2020.

The Conference welcomes the accession of those States and reaffirms the importance of Israel's accession to the Non Proliferation Treaty and the placement of all its nuclear facilities under comprehensive IAEA safeguards, in realizing the goal of universal adherence to the Treaty in the Middle East .

The NPT regime must be strengthened through universal accession to the Treaty and full compliance with its articles IV and VI.

The accession to the Treaty is open to States party to the Paris Convention for the Protection of Industrial Property of 1883.

Despite certain positive developments, such as Cuba's accession to the Treaty and the signing of the 2002 Strategic Offensive Reductions Treaty ( Moscow Treaty ) by the United States of America and the Russian Federation, there were serious concerns about the implementation of several aspects of the Treaty.

These Territories have been included in the Treaty establishing the European Community since the accession of the United Kingdom on 1 January 1973.

The States parties re emphasize the urgency and the importance of achieving the universality of the Treaty, particularly by the accession to the Treaty at the earliest possible date of States possessing nuclear capabilities.

3. Encourages nuclear weapon States and States parties to the Treaty to continue to work constructively with a view to ensuring the early accession of the nuclear weapon States to the Protocol to the Treaty

The Conference strongly urges the non party States to refrain from acts which would defeat the object and purpose of the Treaty as well as to take practical steps in support of the Treaty, pending their accession to the Treaty as non nuclear weapon States.

Cuba's accession to the NPT and to the Tlatelolco Treaty completed the establishment of the nuclear weapon free zone in Latin America and the Caribbean.

They must make compliance measures more effective, including through universal accession to the Model Additional Protocol to the Treaty as the new standard for verification.

As the Final Document of the 2000 Review Conference signifies, after the recent accession of several countries to this treaty, all countries in the Middle East region, except for the Israeli regime, have become States parties to the treaty.

On 4 November 2002, the Government of the Republic of Cuba deposited its instrument of accession to the Treaty on the Non Proliferation of Nuclear Weapons with the Government of the Russian Federation, thereby becoming a State party to that Treaty.

The Conference underlines the importance of achieving the universality of the Treaty, particularly by accession to it as non nuclear weapon States and at the earliest possible date, of those States possessing nuclear weapons that still remain outside the Treaty.

Since its accession to the Non Proliferation Treaty in 1970, the Kingdom of Morocco has constantly worked for the total elimination of nuclear weapons and their non proliferation.

The States of our region are witnesses to the benefits for regional and global stability afforded by full accession to the most important multilateral instruments in the field of disarmament and non proliferation, such as the Non Proliferation Treaty, the Comprehensive Nuclear Test Ban Treaty and the Treaty of Tlatelolco.

Albania joined the Geneva Protocol on 20 December 1989, banning chemical and biological weapons and deposited its accession to the Comprehensive Nuclear Test Ban Treaty on 23 April 2003.

We also continue to work towards universal accession to the NPT and call on those States not yet party to the NPT to join the Treaty as non nuclear weapon States.
