The Treaty of Accession 2003 was signed on 16 April 2003.

Since the Twenty fifth Antarctic Treaty Consultative Meeting, there has been one new accession to the Convention (Mauritius).

Despite certain positive developments, such as Cuba's accession to the Treaty and the signing of the 2002 Strategic Offensive Reductions Treaty ( Moscow Treaty ) by the United States of America and the Russian Federation, there were serious concerns about the implementation of several aspects of the Treaty.

That seduction should begin this year, with an agenda that sets the process and timeframe for accession, to be followed by an EU Turkey Treaty that confirms the country s accession by 2020.

The States parties re emphasize the urgency and the importance of achieving the universality of the Treaty, particularly by the accession to the Treaty at the earliest possible date of States possessing nuclear capabilities.

These Territories have been included in the Treaty establishing the European Community since the accession of the United Kingdom on 1 January 1973.

The NPT regime must be strengthened through universal accession to the Treaty and full compliance with its articles IV and VI.

Poland welcomes the progress in arriving at and implementing nuclear weapon free zone agreements, in particular the accession of Cuba to the Treaty of Tlatelolco.

The Conference strongly urges the non party States to refrain from acts which would defeat the object and purpose of the Treaty as well as to take practical steps in support of the Treaty, pending their accession to the Treaty as non nuclear weapon States.

The Conference underlines the importance of achieving the universality of the Treaty, particularly by accession to it as non nuclear weapon States and at the earliest possible date, of those States possessing nuclear weapons that still remain outside the Treaty.

Since its accession to the Non Proliferation Treaty in 1970, the Kingdom of Morocco has constantly worked for the total elimination of nuclear weapons and their non proliferation.

The States of our region are witnesses to the benefits for regional and global stability afforded by full accession to the most important multilateral instruments in the field of disarmament and non proliferation, such as the Non Proliferation Treaty, the Comprehensive Nuclear Test Ban Treaty and the Treaty of Tlatelolco.

Mr. Al Ali (Qatar) said that the accession of most countries to the NPT reflected their view that the Treaty was the cornerstone of the global non proliferation system.

The States parties recall that the 2000 Review Conference reaffirmed the importance of Israel's accession to the Non Proliferation Treaty and the placement of all its nuclear facilities under comprehensive IAEA safeguards, in realizing the goal of universal adherence to the Treaty in the Middle East.

Mr. Ivanou (Belarus) said that his delegation welcomed the accession of Cuba and Timor Leste to NPT and Cuba's decision to become a party to the Treaty of Tlatelolco, and invited all States with nuclear facilities which had not yet done so to accede to the Treaty.

The accession of all CARICOM member States to the Treaty of Tlatelolco, establishing the first nuclear weapon free zone, in a densely populated region, showed their commitment to nuclear disarmament and non proliferation.
