The conduct mentioned in Operative Paragraph 2, if committed with a terrorist intent, is criminalised through the previously mentioned act on Criminal Responsibility for Terrorist Offences as terrorist offence.

To act responsibly, Europeans should be working to enhance international security standards for nuclear power, not opting out of the game.
