Decides to renew the mandate of the United Nations Disengagement Observer Force for a period of six months, that is, until 30 June 2006

Under the prevailing circumstances, I consider the continued presence of UNDOF in the area to be essential.

In conclusion, I wish to pay tribute to Lieutenant General Bala Nanda Sharma and to the men and women serving with UNDOF.

1.30 Contingency planning for the disengagement' includes the pre positioning of food and other supplies for distribution, and preparation for medical emergencies that might arise during the disengagement process.

That included the Palestinian people, whom Israel had no interest in subjugating as attested to by the disengagement plan announced by the Israeli Government.

As is known, the report of the Secretary General on the United Nations Disengagement Observer Force (S 2005 379) states in paragraph 12

On that occasion, a new assistance programme for Palestinians amounting to 100 million was announced to facilitate disengagement and rehabilitation in Gaza and the West Bank.

UNDOF supervised the area of separation by means of fixed positions and patrols to ensure that military forces of either party were excluded from it.

All major components of the three year programme to modernize UNDOF facilities are in the closing stages.

The fact that the disengagement plan became a reality is to the credit of the Government of Israel and a result of the responsible position adopted by the Palestinian Authority.

That is yet another reason why it is so important for the two parties to make disengagement from Gaza a success and to allow that success to flow on to re energizing the process of implementing the road map.

The civil war ended in 1964 and UNYOM continued to watch and control the situation in Yemen while supervising disengagement of Saudi Arabia and Egypt.

That was followed by the visit to Israel and Palestine of our special envoy for the Middle East, Ambassador Arima, to underscore that the success of the disengagement from Gaza was a prerequisite for the revitalization of the road map.

That is important not merely for a successful disengagement from Gaza or for the promotion of peace with Israel, but also, in a more fundamental sense, as proof that the Authority has the basic capability necessary to function as a State.

In addition, Israeli national customs officials continued to operate at the Israel Defense Forces post at the UNDOF crossing gate between the Israeli occupied Golan and the Syrian Arab Republic.

UNDOF, which was established in May 1974 to supervise the ceasefire called for by the Security Council and the agreement on disengagement between Syrian and Israeli forces of 31 May 1974, has continued to perform its function effectively, with the cooperation of the parties.

What is needed is a European initiative that is backed by a credible military deterrent, consisting of forces from the EU, Turkey, and Arab countries, to be dispatched under a UN mandate to Lebanon and Gaza.

UNRWA, in close co operation with the Palestinian Authority, is preparing for major activities in the fields of education and infrastructure development, to be implemented upon completion of disengagement and once supplementary funding to that effect is secured.

4.15 The United Nations Truce Supervision Organization (UNTSO) will continue to provide trained military observers under the operational support command of the United Nations Interim Force in Lebanon and the United Nations Disengagement Observer Force, assisting with the implementation of their respective mandates.

While we recognize Israeli disengagement from Gaza as a positive step, my delegation would like to make its position clear disengagement involves only a small fraction of the land Israel occupied in the 1967 war therefore it should be accompanied by Israeli withdrawal from all remaining occupied lands.

Conflict resolution

Similarly, the Advisory Committee recommended acceptance of the Secretary General's proposal for UNIFIL which, like UNDOF, was a long standing, stable, and well run mission.

I take this opportunity to express my appreciation to the Governments contributing troops to UNDOF and to those that provide the UNTSO military observers assigned to the Force.

We cannot mandate peacebuilding in the same sense as the Council might mandate a peacekeeping mission, or impose regulations of peace in the same sense as we might rules of engagement.

On 16 December 2005, the Security Council, pursuant to annex II, sections A and B of resolution 1353 (2001), held its 5330th meeting in private with the troop contributing countries to the United Nations Disengagement Observer Force (UNDOF).
