However, expenditures financed from the special account are limited to a level determined by the lowest contributor. Negotiations with IAEA are ongoing to achieve a regular payment pattern in accordance with the operating guidelines of the special account.

In Spain, the counterpart to the current account deficit was private sector borrowing.

This confirms the necessity and usefulness of the special account, when compared to the period prior to its establishment.

Interest income arising from the special account for Buildings Management is credited to that account, and finally prorated to the Vienna based organizations taking into account the funds contributed by them and the date of receipt of such funds in the account.

The resources of the Special Account amounts shall be at least 20 times the annual administrative account derived from sources indicated in paragraph 2 under the coordination of the host country.

(c) Income derived from investments pertaining to trust funds reserve and special accounts shall be credited to the trust fund, reserve or special account concerned.

Part of the improvement was due to the special account for the Regular Programme of Technical Cooperation (RPTC), and the special account mechanism should be continued.

As at 15 November 2005, 205.7 million had been available in the Special Account for MONUC.

The objective for the Special Account shall be to strive to reach the operational goals of the organization and to fully implement the thematic programmes as defined by the Council.

Funds from cancellation of obligations, if any, would be retained in the special account for carrying out RPTC activities.

The balance at year end reported above is attributable to the special account for Buildings Management and is not subject to financial regulations 4.2(b) and 4.2(c).

This amount is then prorated to each Vienna based organization taking into account the funds contributed by it and the date of receipt of such funds in the special account.

As at 31 May 2005, unpaid assessed contributions to the special account for UNOCI amounted to 95.8 million.
