It shall notify the person concerned that an appeal has been lodged challenging the issuance of his voter apos s card and shall request him to provide additional information.

(a) By persons whose names are not included in the list published in accordance with article 10 above

If the appeal is allowed, the name of the person concerned shall be added to the list provided for in article 10 above.

At present only Khamenei can reverse this decision.

(b) By persons whose identity has not been conclusively established in accordance with article 12 and who have therefore been refused a voter apos s card

The field office referred to in article 17 shall then identify the person concerned and issue to him a voter apos s card in accordance with articles 12 and 13.

13.3 In reviewing the question of admissibility, the Committee takes note of the contentions of the State party and of counsel apos s arguments.

The field office shall verify the evidence provided by the person concerned, and, having established his identity and confirmed his eligibility to vote, shall automatically issue to him a voter apos s card.

If the appeal is allowed, the name of the voter concerned shall be deleted from the voters list referred to in article 14, the person concerned shall be duly notified and the voter apos s card shall be cancelled.

Article 14, paragraph 3 (d), of the Covenant, is said to have been violated, as Mr. Zhurin was not represented by a lawyer from the beginning of his detention and the author's requests to this effect were denied.

6.8 As regards the second part of the complaint, which concerns threats to the complainant's physical safety, the Committee finds, first, that the complainant has not substantiated his allegation of ill treatment while in detention in early January 1999.
