The Secretary General had recently reaffirmed that staff shortages were restricting the Mission's capacity to support the multiple demands of the electoral process and robust military operations in the eastern part of the country.

The objective of the Organization should read as follows to support the sound management of human resources in the Organization and, with respect to staffing, to pay due regard to the principle of equitable geographical distribution in accordance with Article 101, paragraph 3, of the Charter of the United Nations .

That budget support will be conducted in conjunction with a multi donor grant funded programme to strengthen the capacity of staff in the Ministry of Planning and Finance, line ministries and districts, particularly in the areas of planning and financial management.
