It had taken firm and consistent steps towards their full implementation, including reform of the security services and other institutions.

In paragraph 38 of the report, UNOPS agreed with the Board's reiterated recommendation that it exercise caution in its budgetary assumptions and delivery projections to ensure that realistic targets were established.

Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.
