Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.

Similar work is underway in Africa, led by the World Bank and in Central America various countries governments are collaborating with the Inter American Development Bank and the Central American Bank for Economic Integration.

While financial constraints and lack of capacity have affected implementation in some reporting countries, the benefits of the support provided by CPF members is acknowledged.

Participation by WMO in the phases of development of the various regional implementations was recommended in order to ensure consistency and compatibility when interregional data exchanges were established and coherence with the integrated global data dissemination service. A number of currently unfulfilled user requirements for satellite data had been identified around the world.

By decision 2005 298, the Council took note of the report of the Secretary General on the coordinated implementation of the Habitat Agenda (E 2005 60) and decided to transmit the report to the General Assembly for consideration at its sixtieth session.

Agenda 21, the Millennium Development Goals and the Plan of Implementation adopted at the WSSD form the blueprint of their actions and measurable targets for sustainable development at the national level.
