21. Notes the efforts that the Facility is making towards developing programmes for assisting developing countries in capacity building activities relating to the Cartagena Protocol

Advisory Committee was provided upon request with additional information on the salary survey in Kosovo and the new salary scale for national staff (see annex).

The attached programme of work for 2006 has been prepared by the secretariat in consultation with the Bureau, based on statutory requirements of the Executive Board, requests arising from specific decisions or discussions by the Board, as indicated, or proposals by the secretariat.

The decision also requested GEF to consider favourably such applications for assistance, in accordance with its criteria for capacity building assistance.

On instructions from my Government, I transmit to you herewith a statistical table showing the number of Israeli violations of Lebanese sovereignty which occurred during December 2004.

The submissions from Parties reveal that some non Annex I Parties consider that the work plan should give a more balanced weight to issues of importance to Annex I and non Annex I Parties.

Upon request, the Advisory Committee was provided with details concerning activities of the United Nations agencies, funds and programmes in the Democratic Republic of the Congo (see annex II).

On instructions from my Government I transmit to you herewith a statistical table of Israeli violations of Lebanese sovereignty during the month of May 2005, which amounted to 82 violations (see annex).

It also included two further components pilot programme on capacity building for indigenous leaders in the Andean region, and financial support for the Permanent Forum on Indigenous Issues.

Small changes in the funding requirement were determined as a result of a change in project number.

Upon instructions from my Government, I have the honour to transmit the attached press release issued by the Ministry of Foreign Affairs of the State of Eritrea on 24 November 2005 in response to the recent Security Council resolution 1640 (2005) on the Eritrea Ethiopia border conflict (see annex).
