However, internationally recruited staff residing or serving in the country of their nationality are not eligible for expatriate benefits.

All staff in the Professional and higher categories, except national officers, are considered to have been internationally recruited and are entitled to expatriate benefits and payment of travel expenses to and from the duty station.

OIOS audited the administration of staff entitlements, including the education grant and rental subsidy, at the United Nations Offices at Geneva, Nairobi and Vienna and at UNCTAD, all of which were in general compliance with the Staff Regulations and Rules, policies and procedures of the United Nations.

Following consultations with the Ministry of National Defence, the National Security Agency and the National Commission on Disarmament, Demobilization, Reintegration and Rehabilitation, the unit acknowledged that it had already benefited from the disarmament and demobilization programme and therefore could not receive additional benefits from the security sector reform programme.
