However, internationally recruited staff residing or serving in the country of their nationality are not eligible for expatriate benefits.

All staff in the Professional and higher categories, except national officers, are considered to have been internationally recruited and are entitled to expatriate benefits and payment of travel expenses to and from the duty station.

OIOS audited the administration of staff entitlements, including the education grant and rental subsidy, at the United Nations Offices at Geneva, Nairobi and Vienna and at UNCTAD, all of which were in general compliance with the Staff Regulations and Rules, policies and procedures of the United Nations.

However, the increasing gap between the evolution of the workload volume, coupled with the complexity of the added responsibilities (survivors' and two track benefits) and the more modest evolution of staff resources, has resulted in a dramatic deterioration in the time taken to process new pension benefits.

The following statutory provisions exist in the area of maternity benefits The Mines Maternity Benefit Act, 1941 the West Pakistan Maternity Benefit Ordinance, 1958 the West Pakistan Maternity Benefits Rules, 1965 and the Provincial Employees Social Security Ordinance, 1965.

This makes men and women eligible for General Provident (G.P.) Fund, Gratuity and other pension benefits.

This cost effective arrangement extends to such matters as staff entitlements, post classification standards and supervision by the internal and external auditors of the United Nations.
